If the host joins the meeting in the browser and the co-host uses the desktop client, then the co-host cannot create and start breakout rooms. However they can jump between rooms once assigned to one by the host. If the co-host joins the meeting in the browser and the host using the desktop client, then as above, the co-host cannot create and start breakout rooms.
